So i made my manager in Las Vagas, does that mean i should make my fighters in LV? Should i make my fighters all in the same place? Does it even matter where i locate them?

I don't have any fighters at the moment, so i don't understand why I didn't get them.

Im new to the game and decided i want to sign some free agents there was three guys i like so i put to go for them, after there time was up they left free agents, i didnt get them so i went and searched them and it seems they are not signed by anyone so why did i not get them?
