He could have just overlooked Maldonado which caused him to under perform but performing like that against any of the top ten would be a painful night for him. just a shitty gameplan that's all. If he used his sambo he would've probably finished him because Maldonado gassed after the first round badly. And let's be honest, even if he would get smashed he would earn a shit ton of money, and if he wins he gets to fight again and even more money. Look at Anderosn he was the best fighter in UFC for 15 years but now he lost to Bisping. The thing about Fedor is that he never seems to have learned how to defend himself standing by blocking punches. He does a decent job at ducking under them, but he needs to learn to keep his hands up. He has incredible heart and still is one of the best HW's ever in my opinion, but like this he can't go to the UFC or would get destroyed.
