Do you think he is possibly Russian/Europeon language is usually the main problem with some of the managers. I got a guy who i sent 6 diffrent fight offers to and he finally accepted the last one.I was ready to release him before that and i thought what the hell i will use him as a Inacativity claus offer for some of the fighters that are close to reaching the claus deadline at his weight. Just an idea if you know he will not accept it could help to use him in that sense.
