From that I think if your fighter was a 155er he'd be able to but your 135 is a couple of weight divisions too low this time round. Your 195 lb fighter should be ok though I believe. Now I find my new white belt up against a 34yr old purple belt and 3 270k brown belts.........you could say that it didn't quite go to plan lol. What exactly do you need to be to enter Div 4?
